- Remove the TVector2 (const TVector3<vec_t> &other)
constructor.
...
* This narrowing constructor was causing a problem with a `clamp()` overload in the next commit.
* Believe this is a product of a by-gone time before we had the `XY()` method on `TVector3<T>` objects.

The main bulk of this is the new start screen code. To make this work in Raze some more work on the startup procedure is needed.
What this does provide is support for the DOS end-of-game text screens in Duke and SW on non-Windows systems.

- optimized the wall drawer a bit to avoid repeated calls to the render API's deoth bias function.
...
The setters in FRenderState should check if the value actually changes and the wall drawer should only call it for non-translucent wall sprites.
