toolchain updates include :
- applies the pseudo-reloc patch from mingw-w64 git/master (commit 1259532)
- fixes a badly merged bfd patch.

rebuilt flac without unnecessary metadata interfaces. rebuilt libxmp
from the 'lite' version.
