oslibs: rebuilt all win64 libraries with an updated toolchain.

toolchain updates include :
- applies the pseudo-reloc patch from mingw-w64 git/master (commit 1259532)
- fixes a badly merged bfd patch.

also updated the SDL library to HG/1.2 branch 2011-10-14 with
