9871b44d68 [build] Fix a warning in attribute const check
The warning flag check worked too well: it enabled the warning and
autoconf's default main wanted the const attribute. The bug has been
floating around for a while, it seems.

7dc7bf138f [build] Rename QF_PROCESS_NEED_DIRS
QF_PROCESS_NEED_LIST is a better name as for one, building no longer
depends on directories, and the directories were lists anyway, so the
name is more generally applicable.

6d5ffa9f8e [build] Move to non-recursive make
There's still some cleanup to do, but everything seems to be working
nicely: `make -j` works, `make distcheck` passes. There is probably
plenty of bitrot in the package directories (RPM, debian), though.

The vc project files have been removed since those versions are way out
of date and quakeforge is pretty much dependent on gcc now anyway.

Most of the old Makefile.am files  are now Makemodule.am.  This should
allow for new Makefile.am files that allow local building (to be added
on an as-needed bases).  The current remaining Makefile.am files are for
standalone sub-projects.a

The installable bins are currently built in the top-level build
directory. This may change if the clutter gets to be too much.

While this does make a noticeable difference in build times, the main
reason for the switch was to take care of the growing dependency issues:
now it's possible to build tools for code generation (eg, using qfcc and
ruamoko programs for code-gen).

df47dd31f1 Clean up the excessive makefile vars generated by AC_SUBST.
While it further breaks RPM building, all AC_SUBST(HAVE_*) have been nuked.
When AM_SUBST_NOTMAKE, tell automake to not generate var = @var@ in
Makefile.in for qf specific vars (QF_SUBST is a wrapper for AC_SUBST that
also calls AM_SUBST_NOTMAKE).

a16daac352 Fix the broken defaults for sound and cd plugins.
This has the side effect of defining defaults for all plugins, but as only
sound and cd actually use the defaults, no harm done.

e416c3e172 Clear up some annying whitespace issues.
Now that I know more about how autoconf actually works (ie, m4 stuff), I'm
finally able to fix the inability to format lists the way I want.

e513e29905 Move the prefix setup out of QF_PROCESS_NEED_subroutine.
And fix the macro's spelling, too :)

QF_PROCESS_NEED_subroutine needs too much knowledge to get the prefix
riight every time. Much easier to set it at invocation.

4d6ed605a9 Create and use QF_PROCESS_NEED_DIRS.
Not that I imagine many people use --with[out]-tools, but now unwanted
tools don't get visited by make.

717d5368de Rework QF_PROCESS_NEED to be more general.
QF_PROCESS_NEED has been renamed to QF_PROCESS_NEED_LIBS and its guts have
been moved to QF_PROCESS_NEED_subroutine, with additional modifications to
allow QF_NEED to be used for other targets as well (eg, directories,
executables, etc).
