Small building adjustment to the mod progs.src and Makefiles.

Move game-specific sources into their respective mod-dirs. This was planned
for a while and was inevitable. Latest fteqcc required that fixes a limit
with paths. Also added src/server/mapcycle.qc

Make sure to exec platform_default.cfg in the .fmf level so we don't get
overriden by hostile mods.

Go over the default.cfg's of all the example games. Make it so that
Skill_GetValue() requires a default value set.

Started moving gamerule logic into classes, so we can manage seperate
modes of play better. This will be much appreciated too by anyone modding
CS to add additional gamemodes later for example.
