0005c97865 Temporary weaks so things look halfway decent.
GL mipmaps and paletted textures don't mix, and lightmaps work quite well
with linear sampling.

29a0dc0b68 Actually build the lightmaps, and fix a silly bug in the scrap allocator.
Also, add a command for dumping scrap statistics.
