[qfcc] Start work on emitting SPIR-V
...
It's rather non-functional but does so far pass validation via
spirv-val. However, it's showing that qfcc's internals need a lot of
work.

Right now, it probably works only with modern gcc.

Move qfcc's libs and headers to ${prefix}/share
...
On discussion with Despair, share makes more sense than lib as they are
really cross-platform (though qfcc itself is not).

split up and modernize configure.ac
...
Most of the guts of configure.ac have been moved to config.d and are then
brought in by m4_include. This will make maintaining configure.ac much easier.
Also drop use of PROGRAM and VERSION, using PACKAGE_NAME, PACKAGE_VERSION, and
on occasion, PACKAGE_STRING instead, and clean out some old files we no longer
need.
