[ruamoko] Fix several builtin declarations
Trying to build and run frikbot with ruamoko progs found a pile off

[ruamoko] Correct decls for functions using PF_VarString
Need to ensure va_list gets into the arguments so PF_VarString can work
with Ruamoko progs.

Switch to C-style function declarations.
Doxygen hates the QuakeC-style function prototypes we use, so switch to the
C-style prototypes.
