8a24b28d97 scary, but the only changes qfcc needed to build as part of quakeforge was
to auto-substitued the libs and headers.

o unconditionally build qfcc (for now, anyway) when building quakeforge
    (needed for cs-code compilation)
o when built as part of quakeforge (qfcc should still be buildable
    independently) always enable cpp
 o autoconfiscate the client-side code
o build the client-side code using the built qfcc
 o install the client-side code in $(datadir)/quakeforge/id1

2818d720c2 move the full info opcocde table from qfcc to gamecode (<KURGON>There can be
only one!</KURGON>:) and use the table in PR_PrintStatement. This means that
qfcc now links against libQFgamecode as well as libQFutil

f78b973978 move the api headers into include/QF and clean up (most of) the resulting mess.
target specific files that I don't build won't compile yet. just put QF/
infront of the offending headers.

Also move ver_check into libqfutils

2dd03876af QFCC -- the QuakeForge Code Compiler -- an autoconfiscated qcc.
It sucks, but it works, and will form the basis for something that Does
Not Suck.
