Jeff Teunissen af8e2020da Tweak Debian package build 
dh_strip -Xqfcc causes qfcc itself to not get stripped -- explicitly
disallow stripping of only lib/qfcc

Also, disable Werror in debian builds and make sure quakeforge-stub looks
in the same place the engine will.
