3098b5d3f7 Implement clang support 
Fixing a load of issues related to autoconf and some small source-level issues to re-add clang support.
autoconf feature detection probably needs some addressing - partially as -Werror is applied late.

1d1a59ac94 [build] Ensure va_copy def comes after HAVE_VA_COPY 
and HAVE__VA_COPY as well. Fixes clang's complaint about va_copy being
redefined.

bcc5686606 [util] Add fuzzy and reentrant bsearch 
Fuzzy bsearch is useful for finding an entry in a prefix sum array
(value is >= ele[0], < ele[1]), and the reentrant version is good when
data needs to be passed to the compare function. Adapted from the code
used in pr_resolve.

735fcf68d5 Clean up usage of va_copy.

bf41851bd9 Check for ioctl availability. 
This gets networking compiling. Now the build gets all the way to qfcc,
where it dies with waidpid/execvp errors :P

3b047a3cc1 Check for getuid and cope when it's not there. 
The ps3toolchain doesn't have getuid or getpwent. Nor does it have
timeGetTime, so use Sys_DoubleTime instead.

ee27c49e70 Separate the checks for building dirent.c and fnmatch.c. 
ps3's libc has opendir and friends, but not fnmatch.

3bd75cefd8 Autoconfiscate log2f. 
Android doesn't supply log2f for us (though it does have all the other
float calls ruamoko wants).

669771681a split up and modernize configure.ac 
Most of the guts of configure.ac have been moved to config.d and are then
brought in by m4_include. This will make maintaining configure.ac much easier.

Also drop use of PROGRAM and VERSION, using PACKAGE_NAME, PACKAGE_VERSION, and
on occasion, PACKAGE_STRING instead, and clean out some old files we no longer
need.
