if not yet set.
($(SERVICE_DIR_NAME)/Resources/Info-gnustep.plist): Use
$(MAKE_SERVICES) rather than `opentool make_services' to run
make_services.
* application.make: Do not use opentool when running plmerge.
* common.make: Warn the user if PATH is not set up correctly.
