* configure.ac: Make by default GNUSTEP_NETWORK_ROOT the same as
GNUSTEP_LOCAL_ROOT. This has the effect of disabling
GNUSTEP_NETWORK_ROOT by default, which is very rarely used - if
ever, and simplifying paths and flags.
