- Deprecate GSSetLocale and GSSetLocaleC; they now do nothing
but print a warning.
- Introduce GSDefaultLanguageLocale(), which is a
substitute for GSSetLocale(LC_MESSAGES, nil), which just returns the
current setting of LC_MESSAGES.
