799955caff Experiment with function visibility ... try caching locale dictionary to be 
accessed from a function yet invisible outside the base library even when
caching is done in the Additions subproject.

b596a8fc61 Use latin1 as default encoding. 
Be strict about converting ascii to unicode ... check that it really is ascii.
