Mingw32 - changed default GNUSTEP_BASE_PATH to GNUSTEP_LOCAL_TOOLS so that resources are found in the default configuration. Added --with-installation-domain configure option to be able to control it

* configure.ac: On mingw32, set GNUSTEP_BASE_PATH to
GNUSTEP_LOCAL_TOOLS by default to match the new default
installation domain. Added new option --with-installation-domain
allowing to override this setting.
* configure: Regenerated.
