0cae54d25d Move the tex conversion to libQFimage.
This is for the conversion /to/ paletted textures. The conversion is
necessary for csqc support. In the process, the conversion has been sped up
by implementing a color cache for the conversion process. I haven't
measured the difference yet, but Mr Fixit does seem to load much faster for
the sw renderer than it did before the change (many months old memory).

0bfb60775e [util] Ensure hunk allocs are cache alligned
This doesn't seem to make much difference in the vulkan renderer, but it
certainly doesn't hurt.

7970525ef4 [util] Make va thread-safe
It now takes a context pointer (opaque data) that holds the buffers it
uses for the temporary strings. If the context pointer is null, a static
context is used (making those uses of va NOT thread-safe). Most calls to
va use the static context, but all such calls have been formatted
consistently so they are easy to find when it comes time to do a full
audit.

6d5ffa9f8e [build] Move to non-recursive make
There's still some cleanup to do, but everything seems to be working
nicely: `make -j` works, `make distcheck` passes. There is probably
plenty of bitrot in the package directories (RPM, debian), though.

The vc project files have been removed since those versions are way out
of date and quakeforge is pretty much dependent on gcc now anyway.

Most of the old Makefile.am files  are now Makemodule.am.  This should
allow for new Makefile.am files that allow local building (to be added
on an as-needed bases).  The current remaining Makefile.am files are for
standalone sub-projects.a

The installable bins are currently built in the top-level build
directory. This may change if the clutter gets to be too much.

While this does make a noticeable difference in build times, the main
reason for the switch was to take care of the growing dependency issues:
now it's possible to build tools for code generation (eg, using qfcc and
ruamoko programs for code-gen).

eefa89e72e Remove the AM_CONDITIONALs from tools.
Now that the tools directories aren't entered when those tools aren't being
built, there's no reason to use AM_CONDITIONAL in there.

669771681a split up and modernize configure.ac
Most of the guts of configure.ac have been moved to config.d and are then
brought in by m4_include. This will make maintaining configure.ac much easier.

Also drop use of PROGRAM and VERSION, using PACKAGE_NAME, PACKAGE_VERSION, and
on occasion, PACKAGE_STRING instead, and clean out some old files we no longer
need.

3fb03fc2be hah, should have been using __attribute__((used)) all that time (rather
than __attribute__((unused))). fixes the missing console in -x11

ccfaeaf999 make wad extraction a little more useful by writing the known image formats
as pcx. (palette is written as pcx too, to make it easy to view)

31d970aca0 can now dump a map's textures to a wad file (name currently based on bsp
file name (eg, foo.bsp -> foo.wad)

44b38c5cb7 add a wad tool along the lines of pak. can't yet be used for wad creation
(that's a little more complicated), but it can be used for listing and
extracting the contents of a wad file. watch out for *foo :)
