debian/*: Yaay, Debian packages. They're not perfect, but they should do

the job. -3dfx doesn't get a package built right now, there
are...obstacles.

acinclude.m4, configure.in, Makefile.am: -sgl is detected separately from
-sdl now, and HAVE_XMESA is no longer in use.
