OggVorbis support now turned on (AVAIL_OGGVORBIS)

Ogg/Vorbis: Will now look for 'libvorbisfile-3.dll' as well as 'vorbisfile.dll' in Windows.
MinGW builds now have OggVorbis statically linked. (LIBVORBISFILE_STATIC)
