Removed makefile rule to rebuild configure from configure.in using
...
autoconf ... it could easily be accidentally executed when not needed,
causing problems in systems without autoconf

Remove gui.make on distclean; added rules to regenerate gui.make,
...
config.make and configure ... if you type `make' without having run
`./configure', it will now automatically do it for you
