Remove assertion for defined GNUSTEP_STRING_ENCODING.

Use contentEncoding of response instead of
NSISOLatin1StringEncoding.

+[GSWMessage defaultEncoding] instead of
NSISOLatin1StringEncoding.

for hash value.

WOStrictFlag default flag is set. Otherwise default to
GetDefEncoding().

defaultEncoding] instead of NSISOLatin1StringEncoding.
