This is needed by NSCharacterSet, so it knows where to find the char
set data files.

([NSCharacterSet +initialize]): New method.
([NSCharacterSet _bitmapForSet:number:]): Return set from cache if
available, otherwise find bitmap file and add to cache. All callers
changed.
