* GNUmakefile.preamble: Change 'whereis' to which. (Make sure if it's
portable, Serg Stoyan). Correct ADDITIONAL_LIB_DIRS.
* Library/PCLogController.h: Change tags to PC_* because of conflict
on MingW. And is use in code.
