oslibs (win, osx), codecs: recompiled libflac with the encoder taken
out and a few patches applied from mainstream git repo. also tweaked the FLAC_API macro for windows dll exports. dll and dylib sizes are more than halved now. git-svn-id: svn+ssh://svn.code.sf.net/p/quakespasm/code/trunk@891 af15c1b1-3010-417e-b628-4374ebc0bcbd
